WAGONER COUNTY, Okla. – A Broken Arrow man has been arrested following an undercover investigation conducted by the Wagoner County Sheriff’s Office targeting individuals suspected of attempting to solicit minors for sexual activity.
The investigation began September 17, 2026, when Wagoner County investigators partnered with SOSA (Safe from Online Sex Abuse), a nonprofit organization that assists law enforcement in identifying and investigating suspected online child exploitation.
During the operation, an undercover decoy began communicating with a man through online platforms. Investigators say the decoy disclosed that she was 15 years old, but the suspect continued communicating with her.
According to authorities, the conversations included sexually suggestive messages, discussions of monetary compensation and arrangements to meet in person.
On October 8, 2026, the suspect allegedly agreed to meet the decoy at a restaurant in Broken Arrow, where he had reportedly arranged to provide payment.
When the suspect arrived at the designated location, Wagoner County investigators identified him and took him into custody without incident.
The suspect was identified as Andrew J. Feeley of Broken Arrow. He was transported to the Wagoner County Detention Center and booked on charges of:
* Lewd or Indecent Proposals/Acts to a Child
* Facilitating Sexual Contact with a Minor
Wagoner County Sheriff Chris Elliott emphasized that individuals who attempt to exploit children online should not expect anonymity to protect them from prosecution.
Elliott said the department’s partnership with SOSA is part of its ongoing effort to identify suspected offenders and protect children throughout Wagoner County.
All charges are allegations, and the accused is presumed innocent unless proven guilty in a court of law.
