Tulsa Police have arrested 28-year-old Austin Lane Clapp following an investigation into a July crash that killed his passenger.
The fatal collision occurred around 6:16 p.m. on July 12, 2026, near 8800 E. Admiral Blvd. Police say 27-year-old Anna Allen, a passenger in the vehicle, was ejected through the windshield during the crash and pronounced dead at the scene.
Investigators with the Tulsa Police Department’s Mingo Valley Traffic Unit reviewed camera footage and Automated License Plate Reader data to confirm Clapp was driving the black 2004 Buick LeSabre involved in the crash.
According to investigators, data recovered from the vehicle’s Event Data Recorder showed the Buick was traveling at a minimum of 93 mph in a 40 mph zone shortly before the collision. Police also determined Clapp was driving with a suspended license.
Police said Clapp refused a blood draw at the hospital, prompting investigators to obtain a search warrant for blood samples. According to TPD, laboratory testing detected ethyl alcohol, Hydroxy-THC, THC, Diphenhydramine and Clonazepam.
A certified Drug Recognition Expert concluded that Clapp was impaired by a combination of central nervous system depressants and cannabis and was unable to safely operate a motor vehicle, according to police.
Following the investigation, a felony warrant was issued for Clapp on a charge of Second-Degree Murder.
On the morning of September 17, detectives with the TPD Fugitive Warrants Unit and officers from the Mingo Valley Division Traffic Unit conducted surveillance at a residence near 600 N. 78th East Ave.
Police said Clapp refused repeated commands to exit the home before jumping from a side window and attempting to flee through thick foliage in the backyard. Detectives positioned behind the residence spotted him and took him into custody without further incident.
Clapp was booked into the Tulsa County Jail on complaints of Second-Degree Murder and Obstructing an Officer.
